Mr. Shepherd is Chief Executive Officer with RRG. He served 24 years with the Federal Bureau of Investigation (FBI) in various supervisory roles including 22 years of experience in SWAT operations as Team Leader and Coordinator.
For over 7 years Mr. Shepherd served as Executive Director of Security for The Venetian Resort Hotel & Casino – the fourth largest hotel in the world that includes seven million square feet of space in suites, shopping mall, night clubs, restaurants, theaters, convention space and casino.
He served on the American Society of Industrial Security (ASIS) Gaming & Wagering National Council; the DHS Commercial Facilities Sector Coordinating Council (CFSCC) as Co-Chairman, Gaming Resorts Sub-council; and on the White House Partnership for Critical Infrastructure (PCIS). He is a Member of the Board of Directors of the Las Vegas InfraGard Chapter. He served in the United States Marine Corps. He earned a B.S. in Marketing from the University of Utah, and an M.B.A. in Management and Masters of Public Administration in Criminal Justice from Golden Gate University.
Mr. Coullahan has served as President and Chief Operating Officer since founding RRG in 2007. He served over 20 years with Science Applications International Corporation (SAIC) in various roles including Senior Vice President and Operations Manager for Homeland Security Support.
Mr. Coullahan served 5 years as Vice President and Director of Government & International Programs for an award-winning university consortium dedicated to research in global environmental security based in Washington, D.C. He is Board-certified in emergency management (Certified Emergency Manager), security management (Certified Protection Professional) and continuity management (Certified Business Continuity Professional).
He is a member of the Board of Directors, American Board for Certification in Infrastructure Protection (ABCIP) and a Member of the ANSI/ASIS Security, Preparedness and Continuity Standards Committee. Mr. Coullahan is also a certified emergency medical technician (EMT). He served 9 years of active and reserve duty in the United States Army. A graduate of the University of California and The George Washington University he earned an M.S. in Telecommunications and an M.A. in Security Management-Forensic Sciences.
Mr. Kirschenbaum is Vice President and Senior Program Manager, Emergency Response for RRG. He possesses over twenty-five years of experience in the U.S. armed forces and government contracting in the areas of Emergency Management, Training, Emergency Operations Planning, CBRNE Awareness, Nuclear, Biological and Chemical Warfare Defense, Force Protection, Command and Control, Security, Exercise Planning, Supervision, Evaluation and participation.
Mr. Kirschenbaum joined RRG in 2009 and has served as the Exercise Evaluation Team Lead for several FEMA regions during NLE-2011 and supports FEMA in the revision of the HSEEP and Exercise Evaluation programs. He has supported over 50 training exercises for FEMA, Federal, state and local governments, local utilities and the US Air Force, the Air National Guard and the Army National Guard. He previously served in technical and program management with a variety of systems integrators including six years with Science Applications International Corporation in homeland security programs.
He has been a member of the US Air Force/Air National Guard for the last 28 years serving in duty positions of Weather, Command and Control, Disaster Preparedness, Readiness and Emergency Management. He is a member of the Las Vegas Chapter of InfraGard and a graduate of the University of Arizona as well as numerous FEMA and Air Force courses.
